The most common form of local government in Maine is the town meeting-selectmen form. All residents, through the town meeting, become the legislative arm of government, deciding how to collect and spend tax money. The selectmen function as the executive arm. They administer, enforce and carry out decisions made by the town meeting.
There are several variations of this form, including governments that include town managers and councils.
Four hundred forty of 490 municipalities in Maine, representing more than half of the state population, use a form of town meeting government, according to the Maine Municipal Association.
Three towns in Cumberland County illustrate the three most popular forms of town meeting government.
Baldwin, with a population of about 1,500, has the town meeting-selectmen form.
Harrison, with a population of about 2,500, has the town meeting-selectmen-town manager form.
Windham, with a population of about 16,000, has the town meeting-council-town manager form.
