Residents at the annual town meeting approved an ordinance that will allow the community to assess impact fees on new developments, and they formed a charter commission to study the structure of local government.
The town meeting, held at Wells High School, included balloting on Friday and a moderated discussion on Saturday.
The impact-fee ordinance will allow the town to charge developers for public costs, such as sewer line extensions, related to their construction projects.
Selectman Harry Tomah said the charter commission may consider making changes to the town-meeting form of government.
"There's been a feeling that town meeting has been rather shabbily attended," he said.
He estimated that about 150 people attended Saturday's session, which lasted about 2? hours.
All nine referendum questions on the ballot passed, as did the town's $13.4 million budget, Tomah said.
Elected to the Board of Selectmen were Christopher Chase and Richard Clark, who emerged from a field of eight candidates.
Michael McDonald was elected to a seat on the Wells-Ogunquit School Committee.
